Assists Peoria County's Information Technology Services Department-Geographic Information Systems (GIS) Division in maintaining GIS databases and applications using GIS software, hardware, and programming, and provides GIS services for Peoria County departments, clients, and the community.

DIMENSIONS:

Reports to GIS Manager and provides GIS services for Peoria County departments, clients, and  the community.

JOB DUTIES AND RESPONSIBILITIES:

Supports Peoria County departments with GIS data and map requests, special projects, training, software, and technical support under the supervision of the GIS Manager.

Provides technical support to county GIS users on ArcGIS Pro and applications.

Provides technical support to the Supervisor of Assessments Department on their parcel fabric and farmland assessment solutions.

Processes GIS data and map requests from customers.

Assigns and maintains 911 emergency addresses and street centerlines.  Serves as a NG911 data maintainer for submitting updates to the state.

Creates and updates GIS data, cartographic map products, and metadata.

Configures, publishes, and maintains web maps and applications using ArcGIS Online, ArcGIS Enterprise, ArcGIS Server, and Microsoft IIS.

Supports mobile Esri applications for departments including but not limited to signs inventory and sidewalk inventory.

Updates and maintains workflow manuals for GIS datasets, maps, applications, websites, and other assets.

Performs quality control checks on GIS data and applications, builds topology, checks for errors to verify accuracy and system processes are functioning properly.

Hosts GIS map and data products on the Peoria County GIS Website.

Compiles, interprets, and maintains geographic data from a variety of different sources which may include census, survey, legal description, planimetric, GPS field observation, property tax information, voter information, drawings, and aerial photography.

Performs complex queries, commands, digitizing, address geocoding, spatial analyses, and database management using geoprocessing tools and/or scripts.

Seeks technological and professional development opportunities through attending GIS related seminars, conferences, courses, and workshops.

EDUCATION, EXPERIENCE, AND OTHER JOB REQUIREMENTS:

Must have graduated from an accredited college or university with a Bachelor’s degree in Geography, Geographic Information Systems (GIS), Geographic Information Science (GISci), Computer Science, Engineering Technology or closely related field.

Working knowledge of concepts including GPS, projections, legal descriptions, surveying, aerial photography, geodatabases, address geocoding, and demographics.

Cartographic skills in producing and maintaining both digital and paper maps is required.

Experience using Esri ArcGIS Pro, ArcGIS Server, ArcGIS Online, and ArcGIS Enterprise preferred.

Must have excellent written and oral communication skills. 

Must have the ability to work independently and in a team environment.

Must be flexible in working on unplanned projects and events and be capable of meeting deadlines.

Willingness to learn new GIS technologies.

Ability to maintain confidentiality.

WORKING ENVIRONMENT:

Working conditions are in an office environment.  May be exposed to inclement weather during travel on the job. May need to be available by phone, email or text due to varied day/evening operations. 

PHYSICAL REQUIREMENTS:

Incumbent must be able to engage in sitting, reaching, stooping, twisting, bending, feeling, fingering, and writing; some of which may be repetitive.

Exerts up to 30 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects with the human body.

Must have hearing and speaking ability sufficient to communicate with others in person or over the telephone. 

Visual ability sufficient to read and produce printed material and information displayed on a computer screen, operate office machines and a motor vehicle.

Performs complex and varied tasks requiring independent knowledge, its application to a variety of situations, as well as exercise of independent judgment.
